Completed morning program.Visited CGHS for Venita's medicines.Did professional and other work.Wrote blogs.Visited Assam house.Late Hiteshwar Saikia,former Chief Minister of Assam was the subject of discussion.RC appeared to be an admirer of Late Saikia.He was Chief Minister of Assam for 2 terms.I was quite critical of his ways.He was autocratic,hard working and a great go getter.I was moved out from the district of Goalpara where I was SP from 1971-74 because I politely refused to recommend detention of some persons whom he desired to be detained under the Maintenance of Internal Security Act.The local MLA initially approached me for their detention.But as I refused to oblige him,he prevailed upon Late Saikia,who was the then Home Minister of Assam.Later in 1977 I was posted as SP Kamrup by the then Chief Secretary of Assam,late KDN Singh.The district of Goalpara was the biggest in area in Assam at that point of time.The district of Kamrup was the then most populous district of Assam.At a later date I was approached for my consent for posting as the Director General of Police,Assam in 1994 by the then Principle Secretary of Home,Govt. of Assam.At that point of time I was holding the charge of the Director General of Police ,Meghalaya.I replied that I would be quite happy to come to Assam as the Director General of Police as I had served in Assam for about 25 years.But I requested late Saikia through the then Principle Secretary to kindly agree not to transfer Police officers without consulting me.To this the Principle Secretary told that late Saikia would never agree.
The RC,who had worked as the Deputy Commissioner of 3-4 districts during the tenure of Saikia said that late Saikia was great in his own way and supported officers in discharge of their duties.I said that late Saikia supported officers as long as they carried out his wishes.He was reluctant to agree with me.It may be due to the fact that I, as an IPS Officer,had different experience and he as a IAS Officer had different experience.We agreed to disagree.
