Could go only for a little over 30 minute walk as i had to drive early to Kutub Institutional area in about 1.15 hours from Vikaspuri. Accompanied a delegation of Arsipso to call on the Chairman, 14th Finance Commission. Met the Chairman. We gave the outline of the memorandum,  proposed to be submitted by the Arsipso. We pointed out that in the context of enormous investments/expenditure in development projects and widespread corruption, it was necessary to strengthen the state vigilance, modernize the police forces, implement the  police reforms as endorsed by the Supreme Court of India in 2006 and provide adequate resources to the state governments for the purpose. The Chairman pointed out the mandate of the Commission and other constraints which barred it from making specific recommendations other than allocation/distribution of financial resources.

Completed morning program. Visited CGHS. In the Supreme Court and chamber from about 12.30 to 5.30 pm.
The elder sister went to Kanpur early morning. On the bridge to platform no. 9 at New Delhi railway station, she slipped and fell down. She sustained injury on the knees. No visible bruises. She said that it happened due to crowding and her mistaken impression as if she had to pass over a step. There were, however, no steps to pass over. It was walk on plain ground over the bridge.. The driver said that it could also be due to tangling of feet with her sari. He was by her side at the time of incident . It happened within split of a second. She narrated the fall laughingly. We will hire a wheel chair during her next trip.

Completed morning program. Attended Winter lunch, organized by the Association of Senior Retired IPS officers at BSF officers mess. Venita accompanied. In the chamber from about 3  to 7 pm.
The elder sister returned Vikaspuri from Gita's place. She is to go back to Kanpur next day early morning by Shatabdi express. Shivmohan is to escort her. He will be back to Delhi in the evening.

Completed morning program. The elder sister went to Gita's place for an overnight stay. She will come back to Vikaspuri next day. In the chamber from about 12.45 to 3.45  pm.
Discussed a case with a client along with Advocate Gaurav Librahan at Gymkhana club.

Went for 40 minute walk. Visited Safdarjung hospital and consulted Dr Sandeep Bansal. Showed annual blood and Thallium reports to him. He said that the same medicines should  continue. He also advised one spoon of Methi powder before dinner to counter the effects of statins. Dr Bansal also examined Naresh Dayal who is batch mate of IFS.

Attended a coference at Oberoi hotel with Advocates Atiar ,Vikas and clients.

20th Feb

Went for 45 minute walk. In the Supreme  Court and chamber from about 12.30 to 4 pm. Justice Ramanna who joined the Supreme Court as a Judge a few days back met us in the SCBA library 1. He is the youngest Judge and will retire in 2022 after a tenure of about 8 years. He is from Andhra Pradesh. Over 150 Advocates came from Hyderabad to witness his swearing in ceremony
The Tamilnadu Government have proposed to remit the life imprisonment of all the 7 accused of Rajiv Gandhi murder case. The Supreme Court has stayed the remission till it passes final order on the subject. Rajya Sabha passed the Telangana bill.

19th Feb.

Went for 45 minute walk. Visited PNB. In the Supreme Court and chamber from about 1 to 5 pm. Joined in a dinner, hosted by  the Institute of Defense Studies and Analyses (IDSA). A number of delegates(about 50) from all over India and foreign countries who had come to attend a conference, organised by IDSA  on security issues, attended. As the IDSA is under the Ministry of Defense, there were a number of military officers too.
Lok Sabha passed Telengana bill. 29th state of Telengana, will be a realty soon after Rajya Sabha passes it and the President of India gives his assent to it.

Went for 45 minute walk. In the Supreme Court and chamber from about 12.30 to 5 pm. Mr. Justice Aggarwal who was sworn in as a Judge of the Supreme Court of India yesterday met the SCBA in library no. 1. He graduated from Allahabad University. On way back home, visited Hanuman temple in Chanakyapuri.

Parliament passed vote on account/interim budget. The regular budget will be passed by the new Parliament after General elections in May 2014. The interim budget will be in effect till June 2014.

Valentine day observed.  I had written the following in my blog on the day in 2012 :

Grand Children, our Valentines

I wrote about Goa visit in my blog dated 13th July 2009. In this blog you may read the following lines about Valentine Day   :

"It was Valentine day & the restaurant was full of young girls and boys in their best outfits. As we did not order hard drinks, the waiter did not like it and exhibited a grim face. Over the years, St. Valentine has incorrectly been associated with finding love. According to the Roman Catholic Church, St. Valentine is the patron saint for those who have already found their love. In fact St. Raphael is the patron saint for 'happy encounters' and it is to him young lovers should direct their prayers for love and not to St. Valentine. St. Valentine is said to have been martyred in ROME in 269AD."

At our age, I asked myself as to how should we celebrate Valentine day, who our Valentines were. I got the answer that the grand children were our Valentines. We remember them on this day and bless them for happiness in life. I have to go by the common belief of thousands of people about the Valentine day. So you need not strictly go by what I wrote on 13th July 2009. You go by the common perception of the Valentine day and let us be your happy encounters.We have found our love in you.You are our Valentine and Raphael too."
Grandchildren continue to be our Valentines even today.

Went for 45 minute walk. Met Dr. Dinesh Talwar. He discussed bail petition of  Rajesh and Nupur Talwar, convicted in Arushi murder case. It is to come-up for hearing in Allahabad High court on 11th March 2014. In the chamber from about  2.30 to 5.30  pm.

Went for 45 minute walk. Attended Executive Committee meeting of Arsipso at R K Puram. We had lunch thereafter at Sainik Farms,  hosted by Shri K.T.S. Tulsi to celebrate the 66th birthday  of Smt. Tulsi. 

Dr. Dinesh Talwar organised a panel discussion on the 'Judicial Accountability' with reference to Arushi murder case in the Constitution Club and invited me to join in. Accompanied by Venita after lunch , attended the panel discussion.

Retired to sleep at about 11 pm.

9th 

Completed morning program. Spent the day reading newspapers and magazine. Watched the 1st Cricket Test match between India and Newzeland. India lost by 24 runs.

10th 

Went for 45 minute walk. Met Prof. Mahesh Verma, Principal, Maulana Azad Dental Collage. On request, our dental examination was done and course of action advised. Venita has to control sugar level before her broken teeth could be taken out.  After a cup of Costa Coffee, Venita left me at the chamber and went back to Vikaspuri. In chamber from about 1.45 to 4.45 pm. Observed Ekadasi fast.

7th Feb.

Went for 40 minute walk. Visited Safdarjung hospital along with Venita. Consulted CMO in the Department of Medicine. He explained her how to inject insulin . In fact she was not injecting it properly. Consequently the insulin, taken by her,was not giving desired results in controlling sugar levels. Her sugar levels have been quite high during last couple of months. It was confirmed yesterday when we received  blood reports. The CMO Safadarjung Hospital has recommended  a test to gauze the health of her kidneys. Her eyes are being checked almost every month to ascertain the level of fungus in them. I have told her to abjure sugary things completely and go for regular walks.
In the chamber from about 12.30 to 3 pm. Internet server was functioning erratically. Had to leave chamber early.

Had to go to city X-ray center for our blood tests early morning and again after 1 hour 45 minutes.

A group of students in Nehru museum recorded my experiences during tenure  in CBI, particularly with reference to its functioning, credibility and professionalism. In the next meeting they would question on police reforms.

Kejriwal cabinet cleared Jan Lokpal Bill in Delhi,covering all public servants.The Congress party said that  it would not support it unless it is modeled according to Central Lokpal Act.

3rd Feb.

Had to leave very early for Gated Stress Thallium test. Venita accompanied. In the procedure the heart is scanned after TMT. The condition is the same as earlier. Nothing to worry. The procedure took over 8 hrs. The other blood tests could not be done. These are to be done at a different diagnostic center. I undertake tests every year covering all parts of body in Jan./Feb. Everyone should undergo blood tests at least once every year if not more.

Students of north-east agitated. A student from Arunachal Pradesh had been killed yesterday at Lajpat nagar market after a quarrel.
