Amitabh Bachchan will be 70 on 11th Oct. Venita, who shares the birth date with him, will be 64. He is suffering from cold and cough these days. He says, as reported in the Indian Express today,"It's really quite amusing at times, but they all work - allopathic, ayurvedic, homeopathic, privateopathic, generalopathic... Pathic from the person that you meet on the flight, your driver, your security, the departments at home, and the staff... visitors, guests... they all have remedies that 'will work miracles' or so they say never seems to work on this ol' man !!,". Venita has the same experience. What works for her is control over diet.
Read reviews of two books, namely, Highway 39 & From the ruins of Empire, the first is by Sudeep Chakravarty and second by Pankaj Mishra. During my tenure in Assam, i have traveled a lot on highway 39. It is the lifeline of the Northeast. Unfortunately it remains blocked quite often due to the agitations on one ground or the other, particularly in Manipur. From the ruins of empire has emerged new Asia.

Completed morning program. Spent the day reading newspapers. Went to attend a discussion on the policy gaps related to migrant and contractual workers in India in The Institute of Social Sciences. But came to know that it had taken place yesterday. Missed the discussion session which included presentations on field research by three organizations — Ambedkar Institute of Labour Studies, Mumbai, Maniben Kara Labour Studies, Mumbai and the Institute of Social Sciences. They "had over the last one and a half years studied the vulnerabilities of such workers both at the source as well as at the destination regions."
I feel for the migrant and contractual workers who work and live in miserable conditions in our country. I will get the minutes of the discussions for information. Met DG ITBP on way back.

News of the day : "The Mars Rover, named Curiosity, has discovered that there was at least one strong flowing stream on the surface of the Red Planet. Project scientist on the mission, Professor John Grotzinger, told the Today programme that there was "clearly evidence for very vigorous flows" that probably existed between three and four billion years ago.Prof Grotzinger said that the Mars Rover did not have the ability to perform life detection, but what it could do was search for "traces of organic carbon that may have been left behind", and then "hopefully someday" it might be possible to answer the question of whether there was ever life on Mars. While at Hyderabad on 24th/25th instant, I saw a photograph of an old couple in the Deccan Herald. In this photograph, I saw the old man cutting a plate of hair of his wife at Sangam in Allahabad. The news stated that the plate of hair was to be thrown in Sangam waters after a pooja. It is done with the belief and prayer that the couple should be united again in next 7 births. According to another practice to get the same result, the couples take a dip in the Sangam waters holding each other's hands. When I told this to Venita. She heard it with interest.
News of the Day :  "Nasa plans 'stepping stone to Mars' deep space base beyond the dark side of the moon
  • Nasa will make use of 'gravity fields' behind the moon so that spaceship can be 'parked' in space Base which will be 277,000 miles from Earth
Nasa wants to build a manned base which can be 'parked' beyond the dark side of the moon as a 'gateway spacecraft', to serve as a starting point for manned expeditions to Mars.
It would remain permanently in space 277,000 miles from Earth - in context, the International Space Station is just 230 miles away.
The spaceship would expand man's horizons - but it will require much problem-solving to figure out how to protect astronauts from radiation, and how to re-supply the ship from a quarter of a million miles away." Mail on line, dt,, 27th Sept ,2012.

"The Great War of Mahabharat took place during a certain planetary position. According to Dr. P.V.Vatak, the twelve planets were in that position on this particular date only and would come in the same position only after 2229 crore years. The date of war, thus deduced, is October 16, 5561 BC. It ended exactly 18 days after on Nov. 2." From a write-up by Hemraj Singh at page 11 of . 'Lawyers' magazine, Sept. issue. The War was fought for restoration of 'Dharma' in the universe. News of the day :"Escorts Heart Institute and Research Centre has been ordered by the National Consumer Disputes Redressal Commission to pay Rs 50,000 to a woman, who had contracted Hepatitis-B after a blood transfusion for a cardiac surgery.
The apex consumer commission’s judgment came on an appeal by Escorts against an order of the state consumer commission of Delhi, which had held the hospital guilty of negligence and rendering deficient service and had asked it to pay Rs 50,000 to her.
“We agree with the findings of the State Commission that keeping in view the facts of the case in their totality, a compensation of Rs 50,000 is reasonable and justified. We uphold the order of the State Commission. The institute is directed to pay the respondent Rs 50,000,” a bench said.
In her complaint, Chandigarh resident Harbans Kaur Chawla had said she had undergone a cardiac surgery at Escorts on January 30, 1995 when she was administered four units of blood. Some months later, she began experiencing loss of appetite and drowsiness, and developed fever on March 29, 1995. On undergoing tests at PGI in Chandigarh, it was found that she had contracted Hepatitis B due to transfusion of blood during surgery"The Deccan Herald, dt 23rd Sept., 2012 0n line

Venita ordered a large plate of french fries with chilly sauce and coffee We had our fill.
News of the day :"This week probably saw the Arctic Ocean's sea ice reach its  minimum extent for the year and begin to expand again, as it usually does in mid-September. Given that the retreat of Arctic ice has become a key piece of evidence for those who take a more alarmed view of global warming, it's newsworthy that 2012's melt was the greatest since records began in 1979, with sea ice in the Northern Hemisphere shrinking to about 1.3 million square miles, or about half the 1979-2008 average. As this column has sometimes pointed out ways in which the effects of global warming are happening more slowly than predicted, it is fair to record that this rate of decline in Arctic sea ice is faster than many predicted. Although an entirely ice-free Arctic Ocean during at least one week a year is still several decades away at this rate, we are halfway there after just three decades."The Wall Street Journal, India edition, dt. 22.09. 2012 on line.

The News of the Day : "The figures speak for themselves. Earth's veil of atmosphere has warmed by 0.8 degrees since the middle of the 18th century when smoke billowing from furnaces of the Industrial Revolution began.
The temperature rise might not sound like a great deal, but make no mistake: the carbon dioxide being churned out today will linger for centuries to come, scientists say.
The polar icesheets, in particular, are vulnerable to a positive feedback loop that tends to boost the speed at which melting occurs. This, in part, is why the Arctic sea ice has shrunk to its smallest extent yet, raising concerns that Arctic summers might be largely free of ice by the 2030s.
Melting of sea ice does not, in itself, lead to a rise in sea level – but the melting of continental ice sheets, such as the Greenland ice cap in the Arctic, does, explains Monash University plant physiologist Roslyn Gleadow.
"Ice is white and reflects sunlight, ensuring that our polar regions keep cold," Associate Professor Gleadow explains. "Areas that are ice-free are darker in colour and thus absorb sunlight; they also warm faster than if they were covered with ice." This positive feedback mechanism serves to increase the initial warming." An extract from ' The climate change: the inside story' by Peter Spinks in The Sydney Morning Herald dt. 21.09 2012 on line.

Completed morning program without full 4 km.walk I could do only about 1 km. Due to some telephone calls, i lost much time and it became 10 O'clock One caller went on talking for quite sometime. I had to tell him to excuse when he wanted to know if i believed in the existence of God. I told that we would discuss it later.Venita's few calls also came from the temple for arranging and sending certain things, required for Rishi Panchmi Puja. She desired those things immediately as the Puja was about to start. I had to get a garland of flowers from the market, send her money and a couple of apples. Yesterday i had brought some more things on way back from the chamber.Sometimes i feel that she has taken over from my mother who must be living happily without Puja worries in heaven after handing over to her.

Completed morning program. Visited SBI. In chamber from 12.15 to 3.15  pm. Venita along with the help of some devotees organized celebration of Ganesh Chaturthi in the temple today.
When i came to know of a suicide bomb attack  killing 10 foreign workers travelling to Kabul airport yesterday, i was so much shocked that i was scared of even contacting  Pilku/Ruchi to check about his safety. I used to shudder whenever a telephone call would come. After i regained myself i rang up Pilku in Kabul. His cell was on voice mail. I left the message to call as soon as possible He called me after about an hour and informed that he was on way to the airport for his flight to Dubai on way to London. Then only i informed Venita. He rang me up from London today at about 5 pm and said that it was quite safe for Indians in Kabul. I told him to travel to Kabul when it was absolutely necessary.

The News of the day :The following news item of the Washington Post gives a convincing explanation of the current global  outbursts , pursuant to the allegedly anti-Islamic video Image in the web : "It’s  political: The uncompromising ethos of extremism clawing for any gains against more moderate voices. It’s social: Fed by an explosive blend of economic stagnation, anger over U.S.-led wars and — in some places — frustrations as the soaring hopes of the Arab Spring hit the grinding realities of rebuilding.
And it cuts deeply into questions that have added resonance in a hyper-connected world that moves at the quicksilver pace of the web: How to coexist with the free-speech openness of the West and whether violence is ever a valid response.
“Our manner of protesting should reflect sense and reason,” urged Egyptian-born cleric Youssef al-Qaradawi in his Friday sermon in Qatar’s capital Doha, where he has found a worldwide audience through the web and a show on the pan-Arab network Al-Jazeera." According to a write-up in the Sunday times today at page 11,the new millennium's teens are technology savvy. They spend a good deal of time in social networking. They chat, cut jokes and discuss everything. They, however, discuss their problems only with their parents. They love their parents. But the mother has a slight edge over the father. Completed morning program. Today is Akshat's birthday. We talked to him in the morning. It was a lively celebration of the day from 4 to 7 pm. A number of families and children chanted 'Happy Birthday' to him. We had a piece of cake, cut by him.  He is now six and understanding. According to Chanakya, the force behind Chandragupta Maurya's coronation as Emperor of India ,a child needs very strict control from the age of six to twelve to keep him on the right path The Law presumes that he understands things now and liable for his actions unless otherwise proved  About 60 people including families and children had delicious snacks and food. Akshat received a number of gifts. The venue was Vatika city club, a beautiful well equipped  building. We distributed sweets and kheer at Vikaspuri.Venita organised  Puja in the temple and gave dry rations to the priest. We prayed for his long life, brilliance and success.

The News of the day : It is a fact that the bureaucrats try for post-retirement jobs and in the process compromise to  give favors to the powers-that-be. It is good that the S.C.has reserved 50% posts in the Information Commissions and that the judicial members in these posts will be appointed with the approval of the Chief Justice of India.
As there has been allegedly arbitrary allotment of coal blocks, it will be fair to allot them on auction basis
Reportedly an anti-Islam video has caused much furor and violence. We have to be careful about others' religious sensitivities.

News of of the day:1."Some scientists have found that certain plants can scrub your home of airborne chemicals gradually. According to Dr. Clifford W. Bassett, an allergist at New York University school of Medicine, a good rule of thumb is to have one plant for roughly every 100 square feet of living space.
The plants are : 1.Devil's ivy 2. Peace lilies, 3. Pleomel 4,Gerbera 5.Daisies and 6. Sansevieria trifasciata, commonly called snake plant."Anahad O'connor in NYT,
2."A new theory is pouring some cold — actually, some  really hot — water on the idea that Mar :s could have been habitable in the past.
Planetary scientists searching the Red Planet for places that could have contained the building blocks for life look for clues in clays, which can offer some indication that water must have flowed on or just under Mars' surface. But a new study suggests that, at least in some cases, those clays might be a red herring.
A paper published online Sunday by the journal Nature Geoscience argues that such clays might have been formed in hot Martian magma rich in water. If so, that water would have been far too hot to support microbial life." Los Angeles Times, Science, dt., 10th Sept., 2012 on line.

Completed morning program. Spent the day reading newspapers. Attended IPS Annual Dinner in Ashwani BSF officers mess at Nizammuddin. Met senior and junior IPS Officers.More officers attended the dinner than the Association meeting yesterday. Because of the non-communication of the time and date of dinner, not many IPS Officers attended. There was no dinner last year. The IPS dinner is a thing to remember. It is always well attended. Completed pranayam, some asans, exercises and 45 minute brisk walk. Attended annual meeting of Central IPS Association, held immediately after the valedictory session of DsG/IsG conference at Vgyan Bhavan. Not a single officer of the serving DG rank attended. At the end of the conference ,while all of them walked away, some young, enthusiastic Is.G & DIs.GP stayed back and forcefully discussed issues affecting the service. I was the only retired DGP who attended the meeting of the Association.I did not  get any invitation/information from the Association. In fact I inquired from DG ITBP about the date and time of the dinner.  He directed his DIG personnel to find out. Later I got a SMS about the date, venue, time  of dinner from Sh. Binod Kumar Singh, Joint Sec. CIPSA. Again I enquired about the Annual meeting CIPSA. He then informed me about the meeting. Surprisingly no intimation is given to any CPO or Association of Sr. Retd. IPS Officers about the dinner as also the meeting. Because of this lapse no Sr. Officer of the rank of DGP attended the meeting. I raised my hand to speak in the meeting. All on the dais saw my hand but did not allow may to speak. I felt as if the Association was dead. It has to be revived by all of us.

News of the day : "Chemicals found in green tea can boost your memory and learning skills, a new study has found. Researchers from the Third Military Medical University, Chongqing, China found that chemical properties of green tea affect the generation of brain cells, providing benefits for memory and spatial learning.Scientists said it has long been believed that drinking green tea is good for the memory. Spatial memory is the part of memory responsible for recordin g information about one’s environment and its spatial orientation.“There has been plenty of scientific attention on its use in helping prevent cardiovascular diseases, but now there is emerging evidence that its chemical properties may impact cellular mechanisms in the brain,” Professor Yun Bai said. The study focussed on the organic chemical EGCG, (epigallocatechin—3 gallate) a key property of green tea. While EGCG is a known anti—oxidant, the team believed it can also have a beneficial effect against age—related degenerative diseases.“We proposed that EGCG can improve cognitive function by impacting the generation of neuron cells, a process known as neurogenesis,” said Bai in a statement.“We focused our research on the hippocampus, the part of the brain which processes information from short—term to long—term memory,” Bai said. The researchers found that ECGC boosts the production of neural progenitor cells, which like stem cells can adapt, or differentiate, into various types of cells "The Hindu,dt., 6th Sept.,2012, on line

In the seminar on 'Society & Law Enforcement' on 2nd September at IIC,  Prof. TK Oommen, JNU, spoke on 'Societal Fault Lines and their impact on Law Enforcement'. He said that Europe was a simple stratified society whereas Indian Society was a complex one. In fact the Indian society is three in one. It is stratified, heterogeneous and hierarchical. It has 22 official languages, different races and  multi- religious. It also has many casts and sub-casts. Due to  different nature of the societies, the Law Enforcement is easier in Europe but  a difficult proposition in India. Sh. K.T.S. Tulsi, Senior Advocate and Vice Chairman, Law Commission of India, spoke on ' Legal and Societal Changes required for Reformation of Law Enforcement Process'. He emphasized on modernization of criminal courts and police stations in India. Sh. K.S. Dhillon, IPS (Retd.), spoke on 'Problems of Policing and a Perplexed Society'. He said that there was no lack of laws in India. There was lack of implementation of the same. Justice J. S. Verma, former Chief Justice of India, spoke on 'Judiciary's Role in Effective Law Enforcement'. He said that he was optimistic and emphasized on 'doables', that is to say,. we should implement laws with the existing resources and keep on making efforts to improve upon the same. An interactive session followed the presentations.
On the whole the seminar was interesting and informative.
