Attended a Talk on the subject “State Capacity: Reflecting on How the State Becomes Effective in India ” at IIC by.Rahul Mukherji, Professor and Head of the Department of Political Science, located within South Asia Institute in Heidelberg University. According to him all changes in state capacity are evolutionary through puzzling and powering. I agreed with him. I gave example from legal history of Rome to prove Dr.Mukherji's point. An enlightening lecture.
